The Latin American and Caribbean (PASMO) team in combination with the Evidence for Implementation team are looking for a consultant to assist in the evaluation of an online cyber educators program in Central America


The Cyber Educators’ Intervention is part of a regional Combination Prevention Program for HIV that aims to provide greater access to HIV prevention services in populations with increased vulnerability. Launched in 2011, the intervention is specifically designed to reach young MSM, bisexual men and MSM who do not identify themselves as gay in participating countries. It consists of trained peer cyber educators who use social networking sites to reach MSM with HIV prevention communication and interventions. The intervention uses a Stages of Change framework for behavior change communication. Cyber educators also provide virtual referral vouchers for HIV counseling and testing. Vouchers can be downloaded and redeemed at partner institutions that provide services at no cost or at a discount price. Individuals reached by the program are enrolled and tracked through the intervention components using a unique identifier code.


The intervention is being conducted in Guatemala, El Salvador, Panama, Nicaragua and Honduras. Until recently, it was also being conducted in Costa Rica and Belize. From 2012-2015 a total of 27,049 individuals were reached online, and of those 3% (n=802) had an HIV test. This year, with a shift of focus (strongly promoting HIV testing), a total of 3,734 individual have been reached, and of those 33% (n=1239) had an HIV test.


The proposed study is intended to be implemented online in order to evaluate the cyber educators intervention in the region.

Your contribution


The consultant will:

  • Support and collaborate with PASMO’s Regional Research Team in the development of the study design, instruments and other research documents.
  • Support the protocol submission process to the Research Ethics Board.
  • Implement data collection, including a mechanism by which incentives can be afforded to study participants.
  • Design and implement strategies for the protection of study participants and security of the data collected.
  • Perform data cleaning, analysis, and report writing.


What are we looking for?

  • PhD or Master’s Degree (e.g., public health, systems, communication, statistics).
  • Experience in online studies and public health research.
  • Expert knowledge of quantitative data collection, analysis and evaluation methods.
  • Experience in conducting quantitative data analysis.
  • Advanced knowledge of STATA.
  • Excellent written skills in English.
  • Good reading and writing skills in Spanish.


Work is expected to start in ASAP and continue through to Q4 2016.
