PSI is looking for an Operations Manager to manage the financial, contractual and administrative aspects of a large USAID funded in Contract in Central Asia. The project is focused on HIV case detection and case management for key populations in Kyrgyzstan, Tajikistan and Kazakhstan. The Operations Manager for the USAID HIV Regional Flagship Activity Project will provide financial, contractual and administrative oversight and quality assurance to ensure that USAID policies and procedures are followed during project implementation.

Your contribution

Specific responsibilities include but are not limited to:

  • Ensure all contractual requirements of the project are followed
  • Lead collaboration with partners to develop annual work plans, budgets, donor reporting, and monitoring and evaluation;
  • Lead the annual budget development process and work with the Regional and Country Finance and Program teams to ensure that budgets accurately represent programmatic activities.
  • Support the development of quarterly and annual reports
  • Develop annual operational plans together with longer-term strategic plans;
  • Oversight of internal controls and accountability mechanisms;
  • Develop and maintain systems that ensure the safety and security of the team and PSI assets in all aspects of its work according to best practices, PSI operating standards and field realities;
  • Develop and enforce field office administrative policies. Promote and demonstrate an ethical environment in line with PSI’s values of honesty and acting with integrity. Support the application of appropriate internal controls to protect PSI’s assets;
  • Liaise with the Global Security Department and Deputy Regional Director on crucial events, high-risk periods, incident reporting and security policy changes.


What are we looking for?

The Basics:

  • A Master’s Degree or higher in Public Health, MBA (preferably specialization in finance), or other related degree within the Social Sciences;
  • A minimum of five years managing budgets and finances for large complex projects; knowledge of USAID contracts preferred
  • Significant personnel, operational and financial management experience
  • Demonstrated management and supervisory capability in leading finance teams and ensuring that project staff adheres to the highest standards of quality, relevance, ethics, integrity and timeliness;
  • Proven leadership skills in working collaboratively with other donors, host country institutions, and international organizations;
  • Working knowledge of and experience with USG funded activity management, policies and procedures;
  • Proven ability to develop and mentor staff;
  • Familiarity with the international donor community;
  • Excellent organizational, analytical, and verbal and written communication skills (in English);
  • Experience with health/HIV programs desired
