Population Services International (PSI) seeks a Finance Officer (FO) for the the Malaria and Child Survival Department. The FO should have financial management, budgeting, international experience, relevant language skills, and be capable of thoroughly understanding and successfully implementing international health programs under a USAID contract.


The FO will have wide‑ranging responsibilities working with PSI staff at all levels and across departments both in Washington and overseas. The FO will provide financial management and operational support to a portfolio of countries. The person in this role will serve as a key liaison between the country teams, the CORE project team, subcontractors, and PSI technical and service departments. The position requires flexibility, strong organizational skills, and a willingness to assume varied duties.

Your contribution

  • Work with the CORE project team and field offices on the development of country budgets/workplans and project deliverables.
  • Serve as the primary contact to country offices and as a liaison between project leadership in country, CORE project staff, PSI HQ technical and functional departments, and subcontractors.
  • Monitor contract compliance across project countries.
  • Work closely with the Finance Team to provide financial management support to the country offices including forecasting, monitoring project and annual budgets against programmatic scope of work.
  • Support financial reporting process, ensuring quality submissions and document retention.
  • Complete monthly financial reviews with the project and country teams.
  • Advise project team on relevant issues; keeping them informed of significant developments and/or risks.
  • Reinforce the development of robust systems for monitoring subcontractors’ financial performance and risk and support the country team by sharing relevant tools and building strong capacity within PSI national staff.
  • Ensure Patriot Act and Transparency Act reporting and compliance.
  • Coordinate closely with the CORE project team and Grants and Contracts Department to evaluate country office risk and design relevant monitoring and capacity building plans related to development of both internal country office staff and subcontractor capacity.
  • Produce routine and ad-hoc financial reports, project status updates, cash forecasts, and other data analysis
  • Work closely with Accounting group and ensure all transactions, adjustments or other changes are reported correctly and in a timely manner.
  • Work closely with internal units based overseas to resolve financial issues and to answer external client requests.
  • Manage the finances in a portfolio of countries. 
  • Review existing financial processes and develop innovative excel models to meet the dynamic needs of the project.
  • Prepare Standard Operating Procedures (SOPs), work instructions, and related supporting documents based on Quality Systems Unit guidelines.
  • Support other assignments as required.


What are we looking for?

The basics

  • Relevant graduate degree (MPH, MBA, etc.) preferred; Bachelor’s degree required
  • At least 3 years of experience working with increasing responsibilities in finance management, contract management, subcontract management, or a related field.
  • In-country experience living or working in a developing country preferred.
  • Solid knowledge and understanding of all aspects of the subcontractor management lifecycle.
  • Experience working with USAID contracts and program implementation; multi-country experience strongly preferred.
  • Strong financial acumen to be able to track financials and contribute to project forecasting and variance analysis.
  • A keen sense of urgency and strong work ethic, positive mindset, and comfort with the ambiguity and pace of a dynamic and bureaucratic environment.
  • Proven ability to work collaboratively across departments and with both “dotted” and “solid” line reporting and communication relationships.
  • Fluency in French preferred.  
  • Ability and willingness to travel as needed.
  • References will be required.
