    Since 2015, PSI has led implementation of the UNITAID HIV Self-Testing Africa (STAR) Initiative. STAR is a multi-country project designed to evaluate and scale effective, efficient and ethical HIVST distribution models to increase testing coverage and achieve public health impact. In STAR’s first phase (2015-2017), the Initiative catalyzed the HIVST market, building increased demand among global donors and country governments and expanding supply of HIVST products. Under STAR, WHO released normative guidance on HIVST in December 2016. Over 1.2 Million HIVST were distributed in Southern Africa since inception of the project.

    In July of 2017, the STAR Initiative expanded to South Africa, Lesotho and Swaziland and began scale-up in the existing STAR countries. As part of this expanded scope of work the STAR Initiative will work at global level to better understand HIVST demand, monitor supply-side trends and track rapidly changing enabling environments. Simultaneously, the Initiative will expand its impact by supporting market development activities in  a minimum of 5 additional countries (2 in Asia; 3 in Africa). This includes support for guideline development, operational planning for scale-up and the establishment of regulatory frameworks.

    Implementation of the STAR Initative, including this expanded scope, is a flagship effort under PSI’s new global strategy. Lessons learned from implementation of the STAR Intiative will inform global strategy execution across a diversity of health markets and health products & services.

    This position will be based in either the USA or  South Africa, with frequent travel to project countries.Must be authorized to work in the United States or South Afirca.PSI will not consider work visa sponsorship for this position. The position reports to the Project Director, with an esimtated start date of September  2018.

    Your contribution

    The HIVST Market Analyst will oversee PSI’s global HIVST market development agenda, under the supervision of the STAR Initiative Project Director. The Analyst will be responsible for improving PSI’s understanding of trends in HIVST demand and supply through demand forecasting and manufacturer engagement. This includes development of a global demand forecast which will be used to inform recommendations for global market shaping interventions, particularly related to the introduction of blood-based HIVST. The Analyst will also lead our collaboration with the World Health Organization and the Liverpool School of Tropical Medicine to understand and improve the enabling environment for HIVST. In collaboration with PSI’s self-testing technical experts, several other consortium partners ( SFH, CHAI and WITSRHI, LSTM) and other local partners , the Analyst will also support market development activities at country level in support of national agencies.

     

    More specifically, you will shape the future of the HIV self-test market in project countries, and at global level, by:

     

    Global HIVST:

    • Improving PSI’s understanding of global HIVST demand. Partner with the World Health Organization and other stakeholders to develop a global forecast for HIVST;
    • Maintaining and expanding PSI’s understanding of HIVST supply-side market dynamics through routine engagement with HIVST manufacturers;
    • Working with PSI’s global procurement team to ensure that STAR procurement advances broader market shaping goals;
    • Managing PSI’s collaboration with the World Health Organization to gather market intelligence related to national policy, procurement requests and donor funding trends;
    • Engaging relevant teams within PSI to ensure that lessons in demand forecasting are translated to other PSI’s broader market development agenda;
    • Leading external representation for PSI’s global HIVST market development agenda, including demand forecast dissemination activities (e.g. peer-reviewed publications, presentation to donors);
    • Managing PSI’s global relationship with other implementers working in HIVST market development.

     

    Country-Level HIVST:

    • Providing technical guidance to PSI country teams and other STAR consortium partners undertaking HIVST market development activities;
    • Working with technical and program teams to monitor HIVST market development and identify emerging barriers and incentives to inform further market development efforts;
    • Engaging relevant technical experts within PSI and among partners to address specific market constraints, where necessary.
    • Providng technical advice and work through Government agencies to develop the HIVST market at country level.

    Our ideal candidate will possess:

    • 3-5 years experience working on health systems strengthening, market development, management consulting and/or experience in the pharmaceutical/healthcare industry;
    • A Master’s degree (e.g. MBA, MPA, MPH, MSE) or higher in relevant subject area;
    • At least 3 years of experience working in developing country contexts;
    • Experience in market research, health economics, forecasting, market landscaping (including market sizing) and/or supply chain strengthening;
    • Prior work experience in the HIV or diagnostics arena;
    • Strong quantitative modeling and analysis skills, you use data to drive decision-making and are comfortable finding, analyzing and synthesizing complex data sets;
    • Excellent oral and written communications skills,
    • Experience working with partner organizations, including Ministries of Health
    • Proven experience building the capacity of individuals and teams in new skillsets
    • High proficiency in Microsoft Excel
    • References will be required.
    • The successful candidate will be required to pass a background check.

    What would get us excited?

    • Strong prior experience in the roll out of new health innovations (e.g. VMMC, PrEP, new diagnostics or new treatment regimens)
    • Implementation experience in both Africa and Asia
    • Experience with UNITAID, as well as key partners in HIVST market development such as PEPFAR, Global Fund and CHAI.
    • French language skills
