    PSI has operated in Myanmar since 1995 and is one of the largest NGOs in the country, delivering significant health impact in nearly all 330 townships. PSI/Myanmar is based in the country’s former capital and its commercial center, Yangon, with eight project offices nationwide. PSI/Myanmar works to address the largest contributors to Myanmar’s burden of disease: HIV, tuberculosis, malaria, pneumonia, diarrhea, reproductive and maternal health, nutrition, diabetes, and hypertension.


    PSI/Myanmar is looking for a Chief of Party (COP) to help plan and coordinate all activities under a 4-year USAID-funded activity aimed at providing innovative HIV services for key and priority populations of female sex workers, transgender women, men who have sex with men and people who inject drugs.


    The COP will have overall responsibility for coordination of all project activities and staff. S/he will be responsible for technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to USAID. S/he will manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project. The Chief of Party shall be expected to have regular and transparent communication with the AOR. The project is expected to begin in June 2019.

    Your contribution

    • Serve as PSI Myanmar’s most senior technical leader and representative on HIV/AIDS programming
    • Coordinate all project staff and activities
    • Provide technical leadership and administrative oversight of the program
    • Serve as the principal institutional liaison to USAID
    • Work closely with the Government of Myanmar and other relevant institutions to ensure buy-in and sustainability of the interventions carried-out within the scope of the project
    • Manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project
    • Ensure strategic alignment of project objectives to country priorities

    Our ideal candidate will possess:

    •  A Master's degree or higher in Public Health, Public Affairs, international development, Health Administration, Business Administration, or related field is required.
    • A minimum of ten years of progressively increasing experience in designing, implementing and managing large, complex projects involving multiple partners; of which eight years must have been in a Chief of Party role of a large development program preferably PEPFAR project of comparable size and scope or in a similar leadership role is desirable.
    • Leadership qualities with a depth and breadth of technical and management expertise is required.
    • Experience in managing HIV programs and experience with a USG cooperative agreement and PEPFAR is highly desirable.
    • Understanding of concentrated HIV epidemics, and knowledge of HIV/AIDS prevention and treatment. Experience and understanding of the Myanmar context or the region a plus.
    • Ability to build and maintain productive working relationships with a wide network of partners and stakeholders. Experience in interacting positively with government agencies, host country governments and counterparts, and international donor agencies is desirable.
    • Strategic vision, and thinker with a keen ability to create synergies where applicable.
    • Strong interpersonal skills, and written and oral presentation skills in English
    • A knack for leading and and inspire large teams to deliver above and beyond the required targets
    • References will be required.
    • The successful candidate will be required to pass a background check.

If you possess technical skills and knowledge in human centered design that you can apply across health areas, especially with HIV, all the better.


    A Connector. You have experience working with diverse stakeholders on a project, from Ministries of Health, to partners, to global health donors. You acknowledge and understand the viewpoints of each group yet are able to make tough calls and communicate constructive feedback, no matter the group.


    A Strategist and an Innovator. You are intrigued by the challenge of bringing together complementary disciplines and new thinking in practical ways. You have a desire to link research to actionable outcomes and want to kick start implementation on new approaches as we collect the data to back them up.
