    Scope of Work: 

     

    Purpose

    In order to strengthen its strategies in contraceptive market development, PSI seeks to develop an assessment of family planning markets.  The assessment will comprise a comprehensive analysis of the use of products/services and relevant economic and sociodemographic indicators across countries and at a sub-national level where possible.  The analysis will be used to characterize markets and prioritize interventions to reduce unmet need for family planning products and services. 

     

    The objective of this project is to develop a data driven strategy through the analysis of publicly available datasets and PSI’s internal resources.  More specifically, the analysis will help PSI prioritize regional, national, and sub-national markets by quanitifying unmet need for products/services, linking data on unmet need to to economic (e.g. per capita income) and social indicators, and identifying relevant baselines globally.   

     

    Utilize existing work completed by PSI staff as well as publicly available datasets on the use of family planning products and services, economic and social indicators and population sizes to inform the development of PSI’s strategies in family planning and social enterprise at the global, regional and national levels. 

     

    Aim:

    Analyze the association between economic and social indicators and the use of family planning products

     

    Objectives:

    - To identify trends over time and

    - Explore comparisions across and within countries and regions

    - Describe use, need, and unmet need by key sociodemographic indicators

    - Develop baselines for key usage indicators across regional or economic groupings

     

    Background

    Population Services International (PSI) is a global nonprofit organization focused on the encouragement of healthy behavior and affordability of health products.  PSI was founded in 1970 to improve reproductive health using commercial marketing strategies and has expanded to work in over 50 countries in the areas of malaria, family planning, reproductive health, HIV, sanitation and non communicable diseases.

    A hallmark of PSI is a commitment to the principle that health services and products are most effective when they are accompanied by robust communications and distribution efforts that help ensure wide acceptance and proper use. PSI is a non-profit but takes a business approach to our work.

    Family planning is a proven and cost-effective solution for improved maternal and child health. Access to contraception prevents unintended, often high risk pregnancies — those that come too early, too often or too late in life — and reduces the number of abortions. Furthermore, healthy spacing of births leads to improved child survival. Women with the ability to control their fertility have better access to education and employment opportunities, bringing economic benefits and improved livelihoods to their families and communities.

    A lot of obstacles can stand between a woman and easy access to life-saving contraceptives — everything from a dearth of trained health providers, to commodity stockouts, to provider bias, to gender inequities, to rampant myths that contraceptives cause infertility. Because of these barriers, 40% of all pregnancies each year (more than 85 million) are unintended and every day more than 800 women die from preventable causes related to pregnancy and childbirth.

    Overall, our contraception solutions support Family Planning 2020 (FP2020), a global partnership of organizations working to accelerate action around family planning. FP2020’s goal is to reach 120 million more women and girls in the world’s poorest countries with access to voluntary family planning information, contraceptives and services by the year 2020.PSI has also made a FP2020 specific commitment to expand contraceptive access to 10 million youth by 2020.

     

    Work to be performed

    The consultant will be expected to build and analyze a dataset that pools information from a number of publicly available data sources including but not limited to:

     

    The consultant will produce an descriptive analysis to achieve the above mentioned aim and conduct statistical analysis as appropriate.The incumbent will undertake the processes of constructing the analytic plan, evaluating indicators relevant for the assessment, compiling data sets, and analysing the final data as described below.

    S/he will work under the supervision of the Social Enterprise Director and work with the Director for Family Planning to:

    • Develop a comprehensive and detailed analysis plan for the family planning market assessment including all data collation, data management, and analysis steps.
    • Document the analysis methodology based on the outputs of additional research and inputs from Marcie Cook, VP and Director of Social Enterprise.
    • Using the indicators identified, analyse the relevant datasets and identify opportunities for additional analytic insights.
    • Identify additional data sources and datasets with necessary regional, national, or sub-national level data on the indicators and undertake process for obtaining and collating data.
    • Organize and coordinate a technical review group that will advise the team in creating a robust and appropriate analysis.
    • Finalize the master database along with necessary metadata so that it can be used for additional analyses as needed.
    • Develop necessary analysis and data vizualizations for the assessment.
    • Work with the Family Planning, Social Enterprise, Global Marketing and Program Analytics teams teams to develop a way forward to incorporate the assessment findings into the program strategy
    • Assist responsible Marcie Cook to undertake any additionally related work to this assessment.

    Output 1: A full and detailed analysis using appropriate methodology of the indicators for determining family planning market strategic priorities.

    Deliverable 1.1: A detailed analysis plan and methodology with timeline of activities to ensure  the assessment is finalized, including with technical review.

    Deliverable 1.2: Consolidated database with all the necessary regional, national, or sub-national level information for all relevant indicators. Draft results of analyses presented, including review of data quality and reliability.

    Deliverable 1.4: Finalized desrcriptive and statistical analyses (if appropriate) reviewed by technical review group and feedback incorporated.

    Deliverable 1.5: Data vizualizations and analysis products in easy to disseminate formats, with recommendations for strategic ways forward.

     

    Technical supervision

    • Weekly Status update meeting will be held with Marcie Cook
    • Every other week, a status update meeting will be held with the family planning, program analytics, social enterprise, and marketing team

    Timelines

    Anticipated start date: December 10th, 2018

    Anticipated term: 63 days

     

    Specific requirements

    - Qualifications required:       

    Health or market research specialist with a minimum Master’s level degree in health-related specialty such as epidemiology, health statistics, public health, economics, business, social sciences, or related degree.

     

    - Experience required:

    At least 5 years of relevant experience in areas related to data and database management systems; monitoring and evaluation; data collation and analysis; and project management. Experience in market research a plus

     

    - Skills / Technical skills and knowledge:

    Significant experience in creating, manipulation and management of health or market datasets; health data analysis, particularly experience with various quantitative methods. Creating and managing datasets in an fast-paced work environment. Excellent organizational skills and experience in developing presentations and data visualization. Experience working in contraceptive markets is a plus.  Knowledge of STATA, SPSS, R, mySQL or similar a must.
