    PSI seeks an entrepreneurial and dynamic candidate with an interest in private sector approaches to development to server as a Cost Proposal and Budget Development Consultant. The consultant will work closely with PSI’s program management, new business development, and network members teams.

    Your contribution

    Specific tasks and responsibilities will include:

    • Support development of prime and partner cost and commercial tenders, inclusive but not limited to cost competitiveness, budget and narrative development, value for money in close collaboration with core tender team;
    • Provide on call cost technical assistance and advisory services for core proposal teams;
    • Develop cost and commercial tender guidance for prime and partners in collaboration with proposal teams to support a competitive bid for ongoing and planned new business opportunities;
    • Review prime and partner cost and commercial tenders, providing feedback at various points throughout the process;
    • Ensure prime & partner cost and commercial tender is responsive to the RFP and its amendments;
    • Complete other cost and commercial tender supporting documents, as outlined in the RFP and agreed upon with the core proposal team. This may include items such as: executive summary, management and staffing plan, value for money sections, etc.;
    • Finalize cost and commercial tender package for submission in accordance with RFP guidelines; and
    • Other tasks, as assigned and agreed upon with the core proposal team related to the development of the tender
    • Provide strategic guidance on presentation of costs and cost competitiveness
    • Participate in meetings with program management, new business development and network member teams in reviewing the technical approach to ensure alignment with cost proposal
    • Support on budget realignment or other budget related requests as needed

    Qualifications

     

    • At least 8 years of experience in public health, international development
    • At least 5 years of cost and commercial proposal experience; significant experience with DFID and USAID required
    • Demonstrated successful experience leading cost proposals for large INGO
    • Demonstrated understanding of DFID & USAID standard rules and regulations
    • Experience with value for money, cost competitiveness approaches and strategy
    • Strategic thinker and excellent communicator
    • Demonstrated experience working with international and local partners, particularly on program management and cost and commercial tenders
    • Excellent oral and written communication skills
