    PSI seeks an experienced Private Sector Advisor to lead private sector engagement and market development activities under the $32M 5-year USAID-funded project IMPACT (Improving Market Partnerships and Access to Commodities Together). The Private Sector Advisor will work in collaboration with the IMPACT management team with a focus on private sector engagement, including identifying opportunities for Public Private Partnerships (PPP), implementing PPP-based projects, working with PSI’s subawardee, Telma Foundation, to expand their Private Sector Humanitarian Platform, etc. The position will report to the IMPACT COP (100%) and will be valid for 6 months period.

    Specific tasks will vary but may include the following:


    Private sector and commercial partnerships

    • Identify opportunities for private sector and commercial partnerships between PSI/IMPACT and private actors in Madagascar and submit them to USAID for input.
    • Assist the Telma Foundation in expanding the Private Sector Humanitarian Platform (PSHP) to new health related commercial actors and include a work stream on shared value partnerships and corporate social responsibility (CSR) (moving beyond philanthropic humanitarian assistance).
    • Assist the IMPACT team to develop clear objectives for members of the PSHP and a monitoring plan to track progress against new shared value objectives.
    • With the support of Telma and other telecom operators, develop an e-platform solution that will allow PSI to tap into informal private transportation resources across the country.

    Market Development for 1-3 products

    • Develop a strategy for the development of markets for 1 to 3 products based on the results of the current market assessment. Integrate with the PSHP shared value workstream for alignment.
    • Put in place a mitigation plan to assure that PSI’s products subsidized by IMPACT and other projects will not compete with products for which private sector market development activities are planned.
    • Promote the availability and use of identified products in the private sector in Madagascar
    • Maintain dialogue with private sector supply and distribution partners for the identified products.
    • Build leadership capacity of PSI/Madagascar’s Director of Public Private Partnerships to take ownership of private sector development activities in 6 months.

    Social Marketing

    • Analyze PSI’s portfolio of socially marketed health products and, in conjunction with commercial actors, develop a plan towards cost-recovery for each product.
    • Identify opportunities for PSI’s socially marketed products to be licensed to local manufacturers.


    • Support the preparation of high-quality periodic reports, in accordance with the requirements of the USAID and PSI;
    • Contribute to the project Y1 annual review.

    The basics

    • MBA
    • Experience working with the private sector in Madagascar (at least 7 years’ experience)
    • Experience with pharmaceutical/health product procurement and distribution (at least 7 years’ experience).
    • Knowledge of Madagascar, connections with the Malagasy private sector and the different sectoral/interprofessional groups
    • Understanding of USAID strategic policy in Madagascar, especially in health areas
    • Experience in international and bilateral aid or development assistance organization and/or a Non-Governmental Organization (at least 7 years' experience)
    • Experience in implementing development projects with the private sector in a range of areas, including health schemes and/or market development
    • Experience in developing and implementing public/private partnerships that incentivize commercial actors to expand into new health product markets
    • Fluency in French and English required (written and oral)
    • Command of MSExcel, MSWord, and MSPowerPoint
    • References will be required.
    • The successful candidate will be required to pass a abckground check. 

    The successful candidate will be a strategic thinker with existing tied to the Malagasy private sector, who can forge partnerships with government, commercial, and non-government actors to achieve innovative results. The Private Sector Advisor will need to be a problem solver who is able to set and monitor objectives and provide timely coaching and feedback in a sensitive manner. Excellent communication, analytical, organizational, interpersonal, and cross-cultural skills are required.
