    The country program of PSI in Mali with approximately 150 employees and a diversified project portfolio, recently has undergone an organizational restructuring for more efficient operations and programming. As a result, there is an immediate need for a qualified HR technical expert to lead a variety of human resource projects in Mali and provide fruitful human capital advice. The expert will help PSI-Mali optimize matrix management policies and procedures, recruitment, and employee compensation models, as well as create a strategic HR plans that align with PSI policies and procedures and local laws and regulations. This assistance is expected to be short-term (approximately 3 weeks) and will be performed in Bamako, Mali however, some of the tasks could be performed remotely. At the end of the assignment, a determination will be made if a longer-term assistance is needed to help lead the transition process.

    Your contribution

    1. Matrix Management/ Organigram: the consultant will collect and analyze all necessary information about the current organigram and program activities and provide recommendations on matrix management policies and models that best fit PSI’s business model. This activity will finalize a review already initiated during the restructure. Specific tasks include:

    • Assist PSI/Mali to applying a consistent approach to functional vs. operational supervision for staff that operate in the field.
    • Ensure that field staff matrix management is set up in a way (if possible) that field supervisors are not siloed to a specific program, but that efficiencies of scale are gained, single points of failure are avoided, and oversight risks are minimized.
    • Address matrix management issues identified in the Mali RAPID (restructuring) report, for positions located in the main office of Bamako.
    • Adapt the matrix management policy PSI has recently issued at headquarters to the specific Malian context.
    • All work to be performed in-country. Estimated time needed is one week.

    2. HR Transition Plan: The consultant will create a detailed transition plan to adopt the new organigram. Details needed will include but not limited to:

    • Outlining the steps to be taken which, will minimize disruption of country operations.
    • In collaboration with PSI/Mali leadership and PSI Washington, identifying which changes absolutely must happen immediately, versus which ones would happen in the future – and how proper supervision and oversight would be implemented during that transition.
    • Working with program/PMT staff to consider budgeting constraints and project end dates and estimate the financial impact of the transition.
    • If necessary, Consultant would draft a SOW for an ongoing support to Mali CR throughout transition period.
    • All work to be performed in-country. Estimated time needed is one week.

    3. PSI/Mali Salary Matrix: Considering proposed structure, current salary matrix, and results from the Birches salary review, the consultant will:

    • Revise the salary matrix to be simpler, more transparent, yet competitive with the market.
    • Work with CR and HR to ensure the new salary matrix includes all positions and has a transparent grading scheme.
    • This activity can be performed remotely. Estimated time needed is one week.

    4. In sum, your deliverables:

    • Finalized organigram for PSI/Mali
    • HR Transition Plan
    • Documented matrix management policy for PSI/Mali (adaptation of HQ policy)
    • Financial impact report of new organizational chart, and confirmation of its financial feasibility
    • Salary Matrix

     

    What are we looking for?

    • BSc/BA in human resources, business administration or relevant field; MSc/MA in human resources or MBA will be a plus
    • Bilingual English/French required and understanding of the Mali context preferred
    • Proven experience as HR consultant
    • Significant HR experience in project management especially, with international NGOs
    • In-depth knowledge of HR principles, functions, methods and best practices
    • Ability to strategize and formulate business plans and policies
    • Experience with salary scales and JD grading (e.g. Hay Group or equivalent)
    • An analytical mind with problem-solving abilities
    • Excellent communication and consulting skills
    • Computer savvy with working knowledge of human resource IT
    • A team player
