PSI seeks an experience program management professional with an interest in global health for the position of Senior Program Manager within the Francophone and Lusophone Market team.  The Sr. Program Manager will lead headquarters support for a portfolio of projects including Cameroon and Benin among other countries/projects. S/he will be responsible for delivering financial, compliance, programmatic, and organizational support for country programs, connecting platforms with functional and technical departments in PSI/Washington; managing a small program support team; providing strategic planning support, and fostering relationships with donors as necessary.

 

PSI seeks candidates with significant expertise in project management including: budget design & tracking, deliverables monitoring and compliance, and project closeout.  This position requires knowledge of a broad range of international donors.  The position also entails  supervision of two direct reports (Associate Program Managers) and reports to the Vice President for Francophone and Lusophone Africa.

Your contribution

 

Specific responsibilities include but are not limited to:

  • Manage the various technical, operational, financial and administrative needs of assigned country programs are being met by developing relationships with the field and support departments;
  • Lead the Associate Program Managers in budget development and management across all projects, including budget realignments, cost-extensions, and no-cost extensions as necessary
  • Oversee financial performance and compliance across countries and programs in the portfolio, including regular monitoring of project burn rates and deliverables, strategic AOB and labor planning, preparing donor invoices and developing and realigning donor budgets.
  • Supporting regular monthly project financial reviews for portfolio, in coordination with the Financial Analyst or Financial Manager
  • Monitor the accomplishment of network quality standards (StEPs) as needed for portfolio
  • Identify risks across the portfolio and ensuring they are elevated to the correct team member, and monitor the mitigation.
  • Conduct regular check-ins with the country teams to review health impact, monitor achievement against targets, track obstacles/challenges to achievement, burn rates, and other programmatic or financial issues as they arise
  • Advise Vice President on relevant issues; keeping her informed of significant developments and issues pertaining to the country programs or impacting operations overall.
  • Actively address program management issues in collaboration with other Senior Program Managers, Deputy Director and Vice President.  
  • Act as leader in PMT staff meetings by promoting PSI Global Strategy, organizational values, focus on operational excellence, and contributing to team morale.
  • Participate in PSI working groups to address priority organizational issues, including Sr. PM group advising the COO.  Bring learnings from working groups back to the PMT.
  • Make presentations to Senior Management on risk mitigation in key countries in the portfolio.
  • Coordinate communications between platform teams and PSI/W departments as relevant to the Franco/Luso Market program support;
  • Attend regular SMT meetings as well as any workshops or training sessions as needed
  • Liase with Grants and Compliance team and Financial Analyst/Manager regularly to ensure financial health and subaward management needs are being well addressed and supported for portfolio
  • Collaborate with technical, functional, country and program teams to support New Business Development, including taking the lead on NBD opportunities as assigned, supporting strategy development and participating in blue and/or red team reviews, budget reviews and recruitment and selection of key personnel
  • Build and maintain positive relationships with donors across the portfolio, including leading and coordinating timely replies to donor requests, presentation of country and program strategies and initiatives as requested, and participation in requested and scheduled meetings.

The Basics:

  • Bachelor or Advanced Degree (MBA, MPA, MPH, etc) or equivalent  experience
  • At least 10 years of related experience in the international development industry (international health preferred) and at least two years working outside the US, with preferred experience in West/Central Africa
  • At least three years of people management experience and demonstrated management capacity in a fast paced work environment
  • Significant experience in developing and monitoring budgets and monitoring contract compliance
  • Exceptional problem-solving and organizational skills
  • Demonstrated experience with international donors and familiarity with international development and health issues
  • Fluency in English and French is required
  • Creative, innovative and a strategic thinker.
  • Effective verbal and written communicator
  • Must be authorized to work in the United States.
