PART I: BIDDING INSTRUCTIONS AND PROCEDURES

 

 

2.0       Information

 

This Part I, Bidding Instructions and Procedures, will not form part of any resulting award or contract.  It is intended solely for the information of prospective Suppliers.

 

3.0       Bidding Costs

 

Bidders are under no obligation to prepare or submit bids in response to this RFP and do so solely at their own risk and expense. PSI does not undertake to reimburse any costs incurred, therefore.

 

4.0       Review of RFP 

 

Bidders are solely responsible for the careful examination of all of the terms and conditions of this RFP and to comply fully therewith.  Failure to do so will be at the Bidder’s risk and expense. 

 

5.0       Language

 

All documents submitted in response to this RFP, as well as all correspondence in connection with the RFP, shall be in French or English language.

 

6.0       Clarifications

 

Inquiries concerning this RFP must be submitted in writing, to be received by the date shown on the Cover Page.  Such inquiries shall be sent by email, directed to

7.0        Bid Preparation

 

Bidders should submit their responses to this RFP to include:

 

  1. Resume with proof of past performance
  2. 3 Professional References
  3. Writing Samples
  4. Financial Quote

 

8.0  Bid Submission

 

All proposals must be in writing, in English language, and manually signed and dated by an authorized employee of the Bidder. They may be emailed as shown on the RFQ cover page.

 

Proposals may not be altered, corrected or withdrawn after the Date of Receipt, except that PSI, at its sole discretion, may permit correction of arithmetic errors, transposition errors, or other clerical or minor mistakes, in cases in which PSI deems that both the mistake and the intended proposal can be established conclusively on the face of the proposal.  Other than the mistakes listed in the previous sentence, no mistakes alleged by a Bidder after the Date of Receipt will be permitted to be corrected.

 

Proposals must be valid for at least ninety (90) days from the Date of Receipt. 

 

9.0        Bid Evaluation

 

In evaluating the proposals, PSI will seek the best value for money rather than the lowest priced proposal. PSI will use a two-stage selection procedure:

  • the first stage will evaluate the Resume and Writing Sample
  • the second stage will evaluate the Cost Proposal for proposals that pass the Technical Proposal evaluation. 

Specifically, the selection committee will evaluate each proposal upon the following criteria:

 

a. Category 1: Technical brief (60 points):

  • Resume………………………15 points
  • Proof of Past Performance…...15 points
  • Writing Sample………………15 points
  • Professional References……...15 points

b. Category 3: Financial Proposal (40 points)

 

PS: A proposal needs to get a minimum of 50 points on the technical evaluation to pass onto the financial evaluation.

 

If at any time prior to award PSI deems there to be a need for a significant modification to the terms and conditions of this RFP, PSI will issue such a modification as a written RFP amendment to all competing bidders.  No oral statement of any person shall in any manner be deemed to modify or otherwise affect any RFP term or condition, and no bidder shall rely on any such statement. Such amendments are the exclusive method for this purpose.

 

PSI is not bound to accept the lowest or any proposal and reserves the right to accept any proposal in whole or in part and to reject any or all proposals.

 

PSI shall not be legally bound by any award notice issued for this RFP until a contract is duly signed and executed with the winning Bidder.

 

PART 2: RFP SCOPE OF WORK

 

BACKGROUND

PSI seeks an independent, dynamic, results-oriented, technical sanitation consultant with experience in market-based sanitation to develop case studies and technical learning briefs for PSI’s Sanitation Service Delivery project (SSD) in Benin and Cote d’Ivoire. The position requires fluency in French and English and will report to the SSD Chief of Party.

 

DELIVERABLES

The consultant will produce a total of 4 technical learning documents (2 from Benin, 2 from Cote d’Ivoire), including at least one based on “action research” from each country.

To Assist the team in the development of a compendium of success stories and technical learning documents

 

ACTIVITIES

  • Propose the appropriate format of a technical learning documents.
  • Lead local teams to organize and conduct short “action learning” projects to gather sufficient evidence to produce the learning documents. 
  • Review and planning of desired learning documents to be produced with PSI field and technical teams.
  • Support field and technical teams to refine research / learning questions and understand what evidence they already know and do not know. 
  • Help teams identify skilled team members to carry out research and interviews to gather missing evidence and train and support those teams to carry out that evidence gathering.  
  • Help team develop research instruments and tools, select appropriate techniques and approaches and conduct data gathering activities E.g. Focus groups, individual interviews / rapid surveys, secret shopper survey, etc. 
  • Design and delivery of six technical learning briefs related to SSD’s experience in market-based urban sanitation.
  • Review previously published success stories to select those that can be included in the book.
  • Presentation of findings at program meeting. 

TENTATIVE TIMELINE AND LEVEL OF EFFORT (LOE)

  • 25 days over 3 months (June – August 2021)

QUALIFICATIONS

  • At least 7 years knowledge and expertise in WASH, with specific recent experience in market- based sanitation and associated thematic areas which fall under activating urban and peri-urban sanitation markets and fecal sludge management.
  • Understanding of WASH sector including policy context and specific challenges facing effective sanitation service delivery.
  • Experience designing and conducting “action research” and writing up results.
  • Experience in learning facilitation, stakeholder engagement and interview techniques.
  • Proven track record of producing high quality learning outputs for complex international development programs to time and on budget.
  • Excellent writing skills in English.
  • Fluency in French.
