With support from the Global Fund, USAID, DFID, the Bill and Melinda Gates Foundation, and other donors, PSI has worked in Liberia since 2008. PSI/Liberia has implemented social marketing and evidence-based behavior change communications to deliver prevention and treatment products and services across a range of health areas, including sexual and reproductive health, HIV/AIDS, child survival, WASH, and the Ebola Virus Disease.  PSI/Liberia’s historical partnerships with the Ministry of Health and many non-governmental organizations and community-based organizations in Liberia help expand the reach of health and communication campaigns in alignment with national policy to reach the most vulnerable.   

PSI seeks a Technical Director to lead implementation of technical activities under an anticipated 5-year USAID-funded sanitation project in Liberia. The project will implement a comprehensive county-wide approach for sustainably ending open defecation and increasing access to basic sanitation through 1) Improving sanitation governance, 2) Promoting the adoption of safe sanitation behaviors, 3) Strengthening sanitation markets, and 4) Increasing access to financing for sanitation.

Your contribution

The Technical Director will have extensive technical leadership experience in sanitation, with a proven track record of success in at least two of the major programmatic areas of the project: governance, behavior change, market-based sanitation, and finance. S(he) will work closely with the Chief of Party to provide strategic and technical vision and leadership for the project and will provide direct oversight of all technical staff and programming. The Technical Director will collaborate with national public and private sector stakeholders to develop a shared vision and approach for developing a sanitation market and ending open defecation; build the capacity of government and partner technical staff to achieve Government of Liberia and project objectives; represent the project at high-level national stakeholder meetings; ensure innovations and best practices from around the world are tested and adopted; promote a culture of continuous learning and program iteration; strengthen collaboration and coordination between government, donors, and civil society; and develop and oversee the project’s sustainability strategy.

The Technical Director should have a passion for learning, capacity building, and innovation and a positive and action-oriented attitude.


What are we looking for?

  • Master’s Degree in marketing, business, engineering, finance, public health, or related field;
  • At least ten years of experience in a position with similar senior leadership, management, and technical responsibilities on large, complex projects;
  • Demonstrated track record of building relationships with national stakeholders to achieve shared objectives;
  • Experience with market-based approaches to sanitation and/or engagement of private sector to achieve development outcomes highly desirable;
  • Excellent diplomatic, oral/written skills and presentation abilities;
  • Extensive experience working in Sub-Saharan Africa; Liberia experience is a plus
  • Professional fluency in English (written and spoken)
