Introduction
Population Services International (PSI) is a global nonprofit organization focused on encouraging healthy behavior and increasing the affordability of health products. PSI was founded in 1970 to improve reproductive health using commercial marketing strategies and has expanded to work in over 40 countries in the areas of malaria, family planning, HIV, diarrhea, pneumonia and sanitation. PSI is headquartered in Washington, DC. A hallmark of PSI is a commitment to the principle that health services and products are most effective when they are accompanied by robust communications and distribution efforts that help ensure wide acceptance and proper use. PSI’s work in Democratic Republic of the Congo (DRC)
The Rural and Peri-Urban Market-Based Sanitation (RPU-MBS) activity that will be implemented by PSI aims to deliver transformational solutions to the persistent challenges of accessing and using quality sanitation services for communities in the North and South Kivu Region of the DRC. The activity will do this by improving business enabling environments, sanitation enterprise viability, and supply chains; activating demand for affordable, desirable, and convenient sanitation products; strengthening policy and governance for sanitation; and co-creating financing solutions that enable enterprises, households, and communities to meet at the intersection of supply and demand.
RFP SCOPE OF WORK
There are over “300 PSI’ers” in the U.S. and 5,000 “PSI’ers” total around the world. While “PSI’ers” typical working from locations where PSI has established operations, on occasion we have a need to hire talent that is based in a location where we do not operate. PSI is looking for a solution to ensure that in these instances we are compliant with requirements for employing local staff.
Given our nature of work and always changing global workforce, additional needs for EOR or payroll solution are being requested. Employees will typically not require support on work authorization.
Immediately, we are looking for a solution for hiring and maintaining staff in DRC. PSI does not currently have an office in DRC, but we will soon be hiring an international assignee and national staff to support a new private sector WASH project.

Bid Submission
All proposals must be in writing, in the English or French language, and manually signed and dated by an authorized employee of the Bidder. They may be emailed as shown on the RFQ cover page.
Proposals may not be altered, corrected or withdrawn after the Date of Receipt, except that PSI, at its sole discretion, may permit correction of arithmetic errors, transposition errors, or other clerical or minor mistakes, in cases in which PSI deems that both the mistake and the intended proposal can be established conclusively on the face of the proposal. Other than the mistakes listed in the previous sentence, no mistakes alleged by a Bidder after the Date of Receipt will be permitted to be corrected.
