Project Description PSI Ethiopia is currently accepting applications for a Monitoring, Evaluation and Learning (MEL) for an anticipated USAID-funded Public Health Emergency Management (PHEM) in Ethiopia. The purpose of the (PHEM) activity is to strengthen public health emergency management to mitigate the impact of disasters on the health system and primary care and, strengthen the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks. We seek an energetic, skilled, and creative candidate to lead the monitoring, evaluation, and learning workstream for a $18-million five-year investment called Delivering Innovation in Self-Care (DISC), made possible with generous support from the Children's Investment Fund Foundation (CIFF).   The DISC project is working with consumers, healthcare providers, governments and health systems in Nigeria and Uganda to expand consumer knowledge and catalyze demand for self-care, including but not limited to DMPA-SC self-injectable contraceptives, medication abortion, and HIV self-testing.  The investment aims to generate evidence-based innovations to catalyze demand for self-care interventions, and innovate to fill identified market gaps for scale-up by global self-care partners.   We are looking for a Monitoring, Evaluation, and Learning (MEL) Advisor who can: - Lead execution of the project’s Evaluation Monitoring and Evidence (EME) framework and related Learning Agenda; - Structure and facilitate routine internal project analysis and learning cycles at core and country team levels; - Provide proactive, effective, and timely technical assistance to country colleagues; - Ensure timely generation and flow of DISC key indicator data, with a particular focus on self-care uptake at DISC sites and social marketing related indicators; - Support documentation of project learning and adaptations over time; and - Engage effectively with global evidence partners like the Access Collaborative and PMA regarding monitoring and evaluation of self-care interventions. The MEL Advisor will be expected to play a core role in the monitoring and learning aspects of the DISC team’s structured yet adaptive implementation phase, focused primarily on the project’s self-injectable contraceptive portfolio. Experience with multi-country projects emphasizing data use for adaptation and learning; work across public and private sectors, sexual and reproductive health technical areas, and ethics in data monitoring and research, will all be parts of this position. Candidates with flexibility to work on evidence agendas that span social marketing-, routine service delivery-, and research-based evidence will be highly valued. We’re looking for someone who loves to dig deep into the data, who thinks expansively about how a project’s cross-country data connects and dialogues with global and partner data, and who is laser focused on helping teams to shed light on the technical ‘ahas!’, ‘so whats’, and calls for adaptation that are hidden within project evidence. In 3½ years of implementation it has supported over half a million adolescent girls adopt modern contraception. A360 has now embarked on an ambitious new phase which will focus on making adaptations to support contraceptive continuation, strengthening the enabling environment for ASRH, providing more substantive economic empowerment opportunities for adolescent girls, and embedding A360’s approaches in the government health systems in which we work. Cutting across this will be a comprehensive research and learning agenda designed to advance ASRH evidence and practices. A360 is seeking a Deputy Director to assume responsibility for the day-to-day operations of A360, including the line management of the two Senior Program Managers, who oversee the global project’s program management and technical units respectively. Global team members are based in Kenya and in the US. The Global team coordinates the program, manages the donor relationship, and provides technical assistance to country teams. As PSI expands its services and flexes to the constraints – both fiscally and operationally – that the COVID pandemic and other forces have created, the need grows to empower the subject matter experts in our PSI community to provide professional development to their colleagues.   PSI’s L&D team is looking to design a strategy and build supporting mechanisms and resources to enable better, self-serve learning content / experience creation, delivery, and maintenance while maintaining quality standards, and leveraging PSI’s existing tools. The goal is to facilitate the sustainable scaling of training and professional development to PSIers by offering: - The resources and insight needed for PSI subject matter experts (SMEs) to provide effective, efficient, accessible, and relevant learning experiences across geographies, disciplines, supported languages. - Strategies and supporting mechanisms/tools to build a “culture of learning” through activities such as on-the-job experience and - stretch assignments, supervisor in-the-moment coaching, and other, similar informal learning Scope of work: The contractor will partner with PSI’s L&D leadership to:   1. Develop a Strategy Document which describes - Goal and objectives - Program constraints and deliverable requirements, including but not limited to - Support of multiple languages - Span time zones - Alternate solutions for low bandwidth and disrupted internet access - Hybrid workforce - Primary reliance on existing tools and technology - Cultural appropriateness - Limited available time for SMEs to develop/deliver learning experiences - Ability to centralize data tracking in PSI’s learning management system - The strategy and how it will meet the goals, objectives, program constraints, and deliverable requirements. - How the success of the strategy will be measured. - How the Learning & Development Scalability Program can evolve and be maintained and sustained over time 2. Build a Playbook to implement the strategy, including but not limited to - Standards of Practice for: - Assessing organizational needs for SME-led training - Facilitating a culture shift to the recommended changes (e.g., distance, e-, and blended learning, ) - Communication and awareness-raising of the program - Managing the intake and support of SME-designers and instructors - Evaluating the efficacy of the strategy and its implementation - Evolving, maintaining & sustaining the Program - Mechanisms to standardize and automate work the L&D team must do to implement the strategy 3. Create Resources for SMEs to use for content and course creation and delivery, including but not limited to: - Lesson plan template(s) with instructions for use - Slide deck template(s) with instructions for use - Instructional video creation job aid(s) - Best practices and tip/tricks lists for effective training considering the program constraints and deliverable Including but not limited to: slide deck presentations, presentation skills, engagement techniques, and learning assessment techniques, and model(s) for feedback mechanisms for course evaluation and continuous improvement. - Guides for converting instructor-led courses to distance learning/elearning and leveraging PSI’s learning management system in delivery of training - Job aids for implementation of “culture of learning” strategies 4. Test the deliverables by applying them to migrate the PSI’s Finance Expedition conference to a virtual learning Event would not occur during this contract, but all activities would be transformed from in-person to a virtual format.   The successful bidder will work closely with a team of PSI beta testers for ongoing feedback and application of each deliverable to a specific PSI learning event, the Finance Expedition:   The Finance Expedition is traditionally a five-day in-person training that covers the finance elements of the entire project lifecycle, including: - Budgeting: overviews of project, departmental, and annual operating budgets; NICRA and common direct costs - Sub-recipients: selection, assessment, negotiation, monitoring, and close-out - Monthly close: how to review the balance sheet and projects’ financial performance each month - Procurement: how to streamline, when to sole source - Internal and external audits, fraud, and reporting pitfalls; Managing local audits and auditors The Finance Expedition was historically done 2-3 times a year in Washington, DC, but has not been held since 2019, due to COVID-related travel restrictions.   The Finance Expedition is led by the Global Finance Department, including Director of Finance and two Deputy Directors of Field Finance. The Deputy Directors are subject matter experts in project management and regional financial operations at PSI. Virtual Finance Expedition will be expected to use content related to PSI-specific financial management requirements, which will be provided by the SMEs.   Deliverables Successful completion of tasks listed in the table below. Milestone completion will be evaluated by PSI for successful and accurate completion.  Unless otherwise provided, terms of payment shall be net thirty (30) days from the satisfactory completion of services and proper invoicing to PSI. Travel will not be needed to complete this consultancy; it will be completed virtually   Resources needed / available PSI will make available: - Results from above mentioned existing tools and resources - Names and contact information for PSI stakeholders to involve in the work - Names and contact information of PSI subject matter experts as beta testers for the beta test event: Finance Expedition - Access to PSI’s Learning & Development-related tools, policies, and procedures - Other resources may be made available, upon consultant’s request Reporting and Work Relationships The consultant will report to the Sr Manager of Learning & Development or the Chief Human Resources Officer.   Skillset & Experience Requirements The successful bidder should bring the following skillset and experience: - Extensive knowledge and understanding of instructional design, training delivery, and L&D program management. - Strong writing skills and experience developing similar initiatives. - Strong facilitation and collaboration skills, particularly in a virtual setting. - Evidence of capacity to deliver the entire project on or before December 23, 2021 - Expertise in process improvement, with preference given to consultants with knowledge of organizational development; proven track record of developing more efficient processes for large organizations.
