Your primary responsibility will be to ensure that the activity produces the results specified in annual work plans, to the required standard of quality and within the specified constraints of time and cost. The COP will act as the main point of contact with USAID and other stakeholders involved in program implementation. During this specific project, the consultant will lead HCD processes and capacity building under two parallel workstreams. Through the first workstream, the Consultant will lead HCD process to co-design and develop prototypes for private sector service delivery models in close coordination with the Private Sector Strengthening Consultant, and in line with the identified recommendations and priorities to strengthen the private sector’s contribution to FP/RH service provision. Under the second workstream, the consultant will work with the PSI team and staff from select community-based organizations (CBOs) in Nampula province to adapt a package of demand generation materials for the local context. The consultant will be responsible for coordinating with the PSI team, the MOH (MISAU), donor, multilateral organizations, and external partners to organize all HCD design and prototyping processes and related capacity building activities.   Project Context Mozambique has made significant progress increasing access to voluntary family planning (FP). From 2011 to 2015, the modern contraceptive prevalence rate increased from 11.3% to 25.3%. However, over half of women aged 15-49 in middle- and low-income groups have unmet need for FP services in both rural and urban areas. Furthermore, the modern method mix remains skewed toward short-acting methods. While the private sector offers an alternative in urban areas, supplying 16.1% of WRA using modern contraceptive methods in 2011, the private sector operates in a fragmented fashion, with sparse availability of official information on services offered, volume of services, and quality.   The United States Agency for International Development (USAID)-funded MOMENTUM Private Healthcare Delivery (MPHD) project, led by PSI, harnesses the potential of the private sector to expand access to and use of high-quality, evidence-based maternal, newborn, and child health services, FP, and reproductive health care. The project collaborates with governments, local organizations, communities, and private providers in all their forms—including private clinics, faith-based clinics, pharmacies, and drug shops—to generate market-based solutions that drive scale in service delivery and long-term sustainability of health coverage and outcomes. In Mozambique, MPHD is working with USAID/Mozambique and key local stakeholders to expand availability of high quality FP and related primary health care (PHC) services in the local private health sector.

We are working to shape market systems, shift policy and funding, and strengthen global capacity to better support consumer empowered healthcare.     Background   PMI Impact Malaria The U.S. President’s Malaria Initiative (PMI) Impact Malaria project is PMI’s flagship global service delivery project, supporting countries in their efforts to fight malaria and save lives by strengthening diagnosis, treatment, and drug-based prevention for those most at risk—particularly young children and pregnant women. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.   PMI Impact Malaria is helping national malaria control programs tackle malaria service delivery challenges by working to: - Close the gaps in malaria diagnosis and treatment to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner. - Unlock the potential of key drug-based prevention approaches by helping countries introduce, implement, and scale-up proven interventions. - Strengthen malaria health systems and data for decision-making to accelerate service delivery improvements and advance key learnings.  The PMI Impact Malaria (IM) team provides global technical leadership along with implementation support and technical assistance in health facility and community settings in up to 27 countries around the world.   We are a focused, multi-disciplined, and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCDI, and UCSF.   Monitoring and Evaluation (M&E) for IM The IM Monitoring and Evaluation (M&E) team supports all technical activities across the IM portfolio, providing an M&E lens and technical inputs in the planning of activities, monitoring against targets, reporting of results, and supporting dissemination of results. M&E activities include data compilation, analysis, and use to measure progress of interventions across all IM technical areas and guide the process of evidence-based decision-making in planning, implementing, and monitoring progress of activities across the project portfolio. Data use informs IM’s recommendations on approaches to improve service delivery. The M&E framework, objectives, indicators, and targets continue to serve as the guiding framework across project activities.   At the HQ level, the IM M&E team works closely with the IM Country Support Teams to develop and finalize country workplans, ensuring harmonization of indicators drawn from the approved global project monitoring plan (PMP), inclusion of outputs based on proposed activities, proposing M&E specific activities in country workplans, and planning for upcoming supportive supervision rounds in countries. Some planned outputs include guidance on preparing summary analyses or project data, guidance on using qualitative data during indicator data review, and a series of online recorded sessions on various M&E and data related topics for HQ and country-level as reference materials for teams. The M&E team serves as a technical resource for any questions regarding indicators, program monitoring, digital tools (project monitoring system and digital tools for supportive supervision), data management, analysis, and use, in addition to gathering data for internal and external reports and presentations.   At the country level, continued development of internal M&E capacity across the IM countries continues to be an important focus for the IM HQ M&E team. The IM HQ M&E team works closely to prepare for country Technical Reviews, ensure country teams collaborate on data quality assurance with any M&E partners in country, updating country PMPs based on new workplans, continue promoting data use for decision-making, and supporting M&E lens in technical activities.   In the coming year, the M&E team will continue to support key activities including preparing the Annual Report, and ASTMH presentations; and supporting analysis and presentation of project data, and developing M&E-focused learning briefs and blog posts; as well as general M&E support for technical activities.   PMI Impact Malaria is seeking a consultant to support M&E activities from September 2021 through December 2021.

SCOPE OF WORK   BACKGROUND PSI seeks an independent, dynamic, results-oriented, technical sanitation consultant with experience in market-based sanitation to develop the final report for PSI’s Sanitation Service Delivery project (SSD) in Ghana, Benin and Cote d’Ivoire. The position requires fluency in French and English and will report to the SSD Chief of Party.   DELIVERABLES The consultant will produce a Final Report for the Sanitation Services Delivery program encompassing projects in Ghana, Benin and Cote d’Ivoire including proper layout and formatting according to USAID standards (2014-2021).  The final performance report must contain the following information: the final report will report on all performance indicators and will draw conclusions about the overall impact of the program. It will report on problems encountered, lessons learned, and will offer recommendations for the future. It will discuss how the results and recommendations of any project evaluations were addressed by the project and how performance was affected.

PSI Digital Market Landscaping, Growth, and Sustainability Strategy Development SCOPE OF WORK June 2021 Background Context In 2017 and in alignment with PSI’s consumer-powered health strategy, PSI began a series of mobile health initiatives to leverage consumers’ increased access to mobile technology to better meet their health needs in a cost-effective and scalable manner.  By the end of the 2018, these initiatives had evolved into a series of promising pilots in four countries demonstrating the effectiveness of e-referral tools for community health workers to link consumers to clinical providers and better track a client’s health journey from outreach to service uptake.  Strengthening these efforts across PSI’s global network and expanding them in alignment with the organization’s Digital Strategy required critical investment to modernize PSI’s technology infrastructure for flexibility, scalability, and performance. With Maverick investment, the ‘Connecting with Sara’ project began in 2019 to meet this challenge.   The goal of PSI’s 2019-2020 Maverick Connecting with Sara (‘CWS’) project was to advance PSI’s digital strategy vision to improve consumer health and well-being using technology, with a focus on optimizing PSI’s technology architecture and capacity for scale.  Evolving PSI’s mobile health capabilities from a supporting series of pilots to an infrastructure with the capability to support global scale required a significant investment in backend systems to improve performance, reliability, and capability to handle the high volumes of system traffic arising from supporting multiple scaled implementations simultaneously.  In addition, the technology architecture supporting these initial pilots was developed specifically for those interventions and needed to be optimized with more generic functionality to allow for easier configuration and adaption across multiple country implementations.  Finally, PSI’s digital health implementation support team needed to evolve from an HQ-centered structure to one with more cost-effective, responsive resources closer to country teams through building a new support structure based in what was formerly PSI’s Regional Technical Services Office in Nairobi, Kenya.  Through these critical investments in core technology scalability and team capacity, PSI would be well positioned to work towards its digital strategy vision to improve consumer health and well-being using digital technology for faster, sustained, increased health impact.   The CWS investment from 2019-2020 powered the development of key core technology products for scalability across PSI’s consumer, workforce, and data-driven transformation digital health focus areas. The project also catalyzed the growth of the Digital Health and Monitoring team’s technical service delivery capacity through the Nairobi Innovations Hub. PSI demonstrated that Nairobi-based support capacity could power more cost-effective, timely, and sustainable support to digital technology implementation across PSI’s global network, acting as a model to other departments.  As we look towards 2021-2022, our challenge will be to build new models for sustainability and continue our core product development and innovation. Digital Strategy Vision To deliver on PSI’s digital strategy, we seek to build new models of growth and sustainability to continue to maintain and scale our digital ecosystem. PSI will invest in new Digital Health service delivery models and strengthen existing models through positioning the Nairobi Hub as a digital center of excellence with the support of multiple implementing partners and funders, assessing opportunities for new digital service delivery models, and strengthening project-based revenue generating and scaling. At the same time, PSI will support coordinated technology adoption and global goods development through digital health community influence.   Where feasible, PSI will invest in the transition of digital tools as open-source global goods for use by other implementing partners and the broader Digital Health community of practice.   To maintain our competitive edge, PSI looks to continue to invest in core product development and innovation aligned with our digital strategy pillars.  For consumer digital health, PSI will continue to invest in rapid integration with third party platforms via PSI’s Dynamic Web Service to help put consumers ‘a click away’ from quality health information using the platforms and apps they already know, to extend on-demand support via digital companions, and link them to quality health care via PSI’s DHIS2-linked Location Services tool.  For workforce digital health, PSI will continue investments in efficient digital client management using tools such as PSI’s recently launched Workforce App.
