Zimbabwe: PSI has established a new branch office in Zimbabwe after supporting the 23 year old PSI/Zimbabwe Trust – now renamed Population Solutions for Health – to deconsolidate and achieve full financial and operational independence as a deeply rooted Zimbabwean local entity.  The new PSI branch office will remain with prime award responsibility across multiple existing funding streams with PEPFAR/USAID, the Bill and Melinda Gates Foundation and Sweden through to the completion of those investments, with PSH moving into an independent subpartner role leading service delivery in HIV and SRHR programming, VMMC sustainability, and client centered campaigns to address social norms in Zimbabwe.  While PSH will lead implementation in Zimbabwe, PSI has an essential strategic and technical role to play in providing light touch TA to the mixed health system in the areas of insight gathering and application for improved consumer-centered programming, digital health and monitoring, and adaptive implementation and learning, including support for world class documentation and dissemination of the lessons learned, best practices, approaches and tools developed to catalyze communities of practice in Zimbabwe and beyond.   PSI has a role to play in implementation areas unique to the international organization, such as independent fundholding under results based financing of HIV service delivery and safe abortion advocacy, education and communications.  The high capacity, deeply rooted PSI – PSH partnership has tremendous potential to deliver together on the vision of achieving consumer powered health care through shaping mixed health systems, shifting policy and funding, and strengthening capacity within the Zimbabwe mixed health system and beyond.      Kenya: PSI implements cutting edge programming in Kenya to improve women’s access to vital reproductive health services, WASH, Malaria, HIV prevention and treatment, NCDs and malaria programming. PSI has been measurably improving the health of Kenyans since 1989.   PSI programs in Kenya are mostly implemented through in-country partners across Kenya, majority being through our Independent Network Member, PS Kenya.   The countries listed above and LOE associated with he scope in each country may change.    PSI seeks a Multi-Country Director of Administration and Finance to guide and capacitate financial operations and compliance in Zimbabwe and Kenya with a heavy level of effort in Zimbabwe for leading prime, first- and second-tier subaward compliance between PSI, Population Solutions for Health and in-country second-tier subpartners and financial operations in Zimbabwe across multiple funding streams.  The Multi-Country DAF will be key personnel as Director of Finance Operations on a flagship USAID-funded program in Zimbabwe and responsible for all prime award financial compliance and reporting. In Kenya, the Multi-Country DAF will also work closely with the Global Services Office (GSH) in Nairobi to ensure contract compliance, prepare, manage and execute program budgets.   In both countries, s/he will provide strategic leadership and oversight and maintain sound PSI accounting systems and compliance with global finance policies and procedures.  he successful candidate will lead on Financial reporting, Budget development and management, Audits, Legal, Operational Management and Administration and Sub-Award Management, and for developing and overseeing such departments as Finances and Administration at prime and subpartner levels in a capacity strengthening approach.

PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.   PMI Impact Malaria is helping national malaria control programs tackle malaria service delivery challenges by working to: - Close the gaps in malaria diagnosis and treatment to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner. - Unlock the potential of key drug-based prevention approaches by helping countries introduce, implement, and scale-up proven interventions. - Strengthen malaria health systems and data for decision-making to accelerate service delivery improvements and advance key learnings.  The PMI Impact Malaria (IM) team provides global technical leadership along with implementation support and technical assistance in health facility and community settings in up to 27 countries around the world.   We are a focused, multi-disciplined, and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCDI, and UCSF.   Monitoring and Evaluation (M&E) for IM The IM Monitoring and Evaluation (M&E) team supports all technical activities across the IM portfolio, providing an M&E lens and technical inputs in the planning of activities, monitoring against targets, reporting of results, and supporting dissemination of results. M&E activities include data compilation, analysis, and use to measure progress of interventions across all IM technical areas and guide the process of evidence-based decision-making in planning, implementing, and monitoring progress of activities across the project portfolio. Data use informs IM’s recommendations on approaches to improve service delivery. The M&E framework, objectives, indicators, and targets continue to serve as the guiding framework across project activities.   At the HQ level, the IM M&E team works closely with the IM Country Support Teams to develop and finalize country workplans, ensuring harmonization of indicators drawn from the approved global project monitoring plan (PMP), inclusion of outputs based on proposed activities, proposing M&E specific activities in country workplans, and planning for upcoming supportive supervision rounds in countries. Some planned outputs include guidance on preparing summary analyses or project data, guidance on using qualitative data during indicator data review, and a series of online recorded sessions on various M&E and data related topics for HQ and country-level as reference materials for teams. The M&E team serves as a technical resource for any questions regarding indicators, program monitoring, digital tools (project monitoring system and digital tools for supportive supervision), data management, analysis, and use, in addition to gathering data for internal and external reports and presentations.   At the country level, continued development of internal M&E capacity across the IM countries continues to be an important focus for the IM HQ M&E team. The IM HQ M&E team works closely to prepare for country Technical Reviews, ensure country teams collaborate on data quality assurance with any M&E partners in country, updating country PMPs based on new workplans, continue promoting data use for decision-making, and supporting M&E lens in technical activities.   In the coming year, the M&E team will continue to support key activities including preparing the Annual Report, and ASTMH presentations; and supporting analysis and presentation of project data, and developing M&E-focused learning briefs and blog posts; as well as general M&E support for technical activities.   PMI Impact Malaria is seeking a consultant to support M&E activities from September 2021 through December 2021.

SCOPE OF WORK   BACKGROUND PSI seeks an independent, dynamic, results-oriented, technical sanitation consultant with experience in market-based sanitation to develop the final report for PSI’s Sanitation Service Delivery project (SSD) in Ghana, Benin and Cote d’Ivoire. The position requires fluency in French and English and will report to the SSD Chief of Party.   DELIVERABLES The consultant will produce a Final Report for the Sanitation Services Delivery program encompassing projects in Ghana, Benin and Cote d’Ivoire including proper layout and formatting according to USAID standards (2014-2021).  The final performance report must contain the following information: the final report will report on all performance indicators and will draw conclusions about the overall impact of the program. It will report on problems encountered, lessons learned, and will offer recommendations for the future. It will discuss how the results and recommendations of any project evaluations were addressed by the project and how performance was affected.

Working across 23 countries in sub-Saharan Africa as well as Cambodia, the U.S. President’s Malaria Initiative (PMI) VectorLink Project is equipping countries to plan and implement safe, cost-effective and sustainable life-saving malaria vector control interventions with the overall goal of reducing the burden of malaria. Specifically, the PMI VectorLink Project will build the capacity of country governments to use epidemiological, entomological, and coverage data to support the optimal deployment of vector control tools within each country context while promoting gender equity in all facets of planning and implementation. The primary objective of ITN durability monitoring is to estimate the average useful life of ITNs distributed through mass distribution campaigns by considering the effects of attrition and physical integrity on ITNs. The studies also monitor insecticidal effectiveness and aim to describe major behavioral aspects of net care and repair and their impact on ITN durability outcomes. Studies have a prospective study design with up to 4 rounds of data collection over 3 years and PMI VectorLink is implementing durability monitoring in more than a dozen countries.

We see consumer-powered healthcare as the sustainable path toward Universal Health Coverage (UHC). Our 2021-2023 strategy sharpens PSI’s focus on working more closely with national governments and partners to strengthen private sector engagement – enabling public money to flow to private health care provision – and integrate self-care and digital health as critical components of future health systems.  We want to shape mixed health systems, through which the consumer can access quality products, services, and information without financial hardship. PSI’s newly established Health Systems Accelerator (HSA) will be leading this work, helping PSI intensify its contribution to country-level efforts to move towards UHC.    What we are looking for  PSI country teams have started working on aligning their respective country strategies to PSI’s Global Strategy to Scale Consumer Powered Healthcare and developing their Operational Plans for the 2021-2023 strategy cycle.   The HSA is building a roster of health financing / mixed health systems consultants to provide on-demand support to PSI country teams in eastern and southern Africa as they align their strategies, prepare their plans and start implementing them.   We are looking for experienced and energetic professionals with a solid understanding of health financing and health systems, with strong strategic and analytical skills, with experience working with national governments on health sector reform, particularly relating to the role of private providers in the delivery of essential health services, and with significant experience in fundraising. PSI is looking for an individual or a firm with expertise in Human Centered Design to develop educational/promotional materials and job aids within the field of sexual reproductive health programs. The individual will work in close coordination with PSI’s Director of Programs, Marketing Director, and PSI’s global marketing and health teams.    Project Context PSI is launching a USAID-funded project focused on the provision of integrated cervical cancer screening and voluntary family planning services in Maputo and Gaza provinces. The project is testing multiple service delivery models through fixed and mobile outreach to reach women above 30 years and women living with HIV. Women will be offered integrated voluntary family planning and cervical cancer screening services (e.g., HPV testing). All women who test positive for high-risk HPV will be offered preventive treatment using thermal ablation and/or additional follow up, as needed.
