CONSULTANT SCOPE OF WORK   BACKGROUND AND PURPOSE   MOMENTUM Private Healthcare Delivery (MPHD) is a 5-year, $75m cooperative agreement between USAID’s Office of Population and Reproductive Health and Office of Maternal and Child Health and Nutrition and a PSI-led consortium of implementing partners (IPs). MPHD, and the wider MOMENTUM suite of awards, works to accelerate country leadership in reducing maternal and child morbidity and mortality. More information about the MOMENTUM suite of awards can be found here.   PSI seeks an external consultant, Specialist in gender and gender integration, for an indefinite-quantity contract to support MPHD across a variety of countries.   MPHD address challenges and supports opportunities in supply and demand of FP/RH/MNCH, expanding access to and use of evidence-based, high-quality health information, products, and services in the private sector. To support integration of gender best practices to project workplans, service delivery protocols, and MEL plans, the consultant will support a range of countries who are at different project stages to ensure gender components are considered throughout the project lifecycle. The consultant will also support MPHD global-level gender-specific work, including developing project-wide guidance on gender best practices.

With support from the Government of Mozambique and international donors such as the Royal Netherlands Embassy, DFID, USAID, CIFF, and other private foundations, PSI has worked in Mozambique since 1995. We have implemented social marketing and behavior change communications to deliver prevention and treatment products and services across various health areas, including sexual reproductive health, HIV/AIDS, malaria, WASH, and cervical cancer. In Mozambique, PSI manages the largest non-state network of family planning clinics supported by three donors; manages the leading condom and water treatment solution brands with outsourced sales and distribution through a $100 million annual private sector distributor, applies adaptive learning approaches to develop new approaches, markets and technologies across innovative adolescent family planning, private sector PHC/SRH provision, and cervical cancer projects – all powered by a data-driven culture leveraging a range of digital and evidence platforms. PSI/Mozambique differentiates itself by implementing innovative learning programs that inform and scale PSI’s programming, as well as national policy. The program is among PSI’s top CYP performers, has an annual budget of over $13 million, four offices in-country, and 200 staff.   We are looking for a Chief of Party to lead an anticipated $25 million 5-year USAID-funded project in Mozambique. The project will support the increase of sustainable access to sanitation services in Mozambique, focusing on small towns and peri-urban areas. Working across 23 countries in sub-Saharan Africa as well as Cambodia, the U.S. President’s Malaria Initiative (PMI) VectorLink Project is equipping countries to plan and implement safe, cost-effective and sustainable life-saving malaria vector control interventions with the overall goal of reducing the burden of malaria. Specifically, the PMI VectorLink Project will build the capacity of country governments to use epidemiological, entomological, and coverage data to support the optimal deployment of vector control tools within each country context while promoting gender equity in all facets of planning and implementation. The primary objective of ITN durability monitoring is to estimate the average useful life of ITNs distributed through mass distribution campaigns by considering the effects of attrition and physical integrity on ITNs. The studies also monitor insecticidal effectiveness and aim to describe major behavioral aspects of net care and repair and their impact on ITN durability outcomes. Studies have a prospective study design with up to 4 rounds of data collection over 3 years and PMI VectorLink is implementing durability monitoring in more than a dozen countries.

Job Title: Health Financing / Mixed Health Systems Consultant Department: Health Systems Accelerator Based in: Eastern/Southern Africa Reports to: Senior Strategy and Health Financing Advisor   Who we are PSI is a global non-profit organization focused on making it easier for all people to live healthier lives and plan the families they desire. We see consumer-powered healthcare as the sustainable path toward Universal Health Coverage (UHC). Our 2021-2023 strategy sharpens PSI’s focus on working more closely with national governments and partners to strengthen private sector engagement – enabling public money to flow to private health care provision – and integrate self-care and digital health as critical components of future health systems.  We want to shape mixed health systems, through which the consumer can access quality products, services, and information without financial hardship. PSI’s newly established Health Systems Accelerator (HSA) will be leading this work, helping PSI intensify its contribution to country-level efforts to move towards UHC.    What we are looking for  PSI country teams have started working on aligning their respective country strategies to PSI’s Global Strategy to Scale Consumer Powered Healthcare and developing their Operational Plans for the 2021-2023 strategy cycle.   The HSA is building a roster of health financing / mixed health systems consultants to provide on-demand support to PSI country teams in eastern and southern Africa as they align their strategies, prepare their plans and start implementing them.   We are looking for experienced and energetic professionals with a solid understanding of health financing and health systems, with strong strategic and analytical skills, with experience working with national governments on health sector reform, particularly relating to the role of private providers in the delivery of essential health services, and with significant experience in fundraising. Women will be offered integrated voluntary family planning and cervical cancer screening services (e.g., HPV testing).
