As PSI expands its services and flexes to the constraints – both fiscally and operationally – that the COVID pandemic and other forces have created, the need grows to empower the subject matter experts in our PSI community to provide professional development to their colleagues.   PSI’s L&D team is looking to design a strategy and build supporting mechanisms and resources to enable better, self-serve learning content / experience creation, delivery, and maintenance while maintaining quality standards, and leveraging PSI’s existing tools. The goal is to facilitate the sustainable scaling of training and professional development to PSIers by offering: - The resources and insight needed for PSI subject matter experts (SMEs) to provide effective, efficient, accessible, and relevant learning experiences across geographies, disciplines, supported languages. - Strategies and supporting mechanisms/tools to build a “culture of learning” through activities such as on-the-job experience and - stretch assignments, supervisor in-the-moment coaching, and other, similar informal learning Scope of work: The contractor will partner with PSI’s L&D leadership to:   1. Develop a Strategy Document which describes - Goal and objectives - Program constraints and deliverable requirements, including but not limited to - Support of multiple languages - Span time zones - Alternate solutions for low bandwidth and disrupted internet access - Hybrid workforce - Primary reliance on existing tools and technology - Cultural appropriateness - Limited available time for SMEs to develop/deliver learning experiences - Ability to centralize data tracking in PSI’s learning management system - The strategy and how it will meet the goals, objectives, program constraints, and deliverable requirements. - How the success of the strategy will be measured. - How the Learning & Development Scalability Program can evolve and be maintained and sustained over time 2. Build a Playbook to implement the strategy, including but not limited to - Standards of Practice for: - Assessing organizational needs for SME-led training - Facilitating a culture shift to the recommended changes (e.g., distance, e-, and blended learning, ) - Communication and awareness-raising of the program - Managing the intake and support of SME-designers and instructors - Evaluating the efficacy of the strategy and its implementation - Evolving, maintaining & sustaining the Program - Mechanisms to standardize and automate work the L&D team must do to implement the strategy 3. Create Resources for SMEs to use for content and course creation and delivery, including but not limited to: - Lesson plan template(s) with instructions for use - Slide deck template(s) with instructions for use - Instructional video creation job aid(s) - Best practices and tip/tricks lists for effective training considering the program constraints and deliverable Including but not limited to: slide deck presentations, presentation skills, engagement techniques, and learning assessment techniques, and model(s) for feedback mechanisms for course evaluation and continuous improvement. - Guides for converting instructor-led courses to distance learning/elearning and leveraging PSI’s learning management system in delivery of training - Job aids for implementation of “culture of learning” strategies 4. Test the deliverables by applying them to migrate the PSI’s Finance Expedition conference to a virtual learning Event would not occur during this contract, but all activities would be transformed from in-person to a virtual format.   The successful bidder will work closely with a team of PSI beta testers for ongoing feedback and application of each deliverable to a specific PSI learning event, the Finance Expedition:   The Finance Expedition is traditionally a five-day in-person training that covers the finance elements of the entire project lifecycle, including: - Budgeting: overviews of project, departmental, and annual operating budgets; NICRA and common direct costs - Sub-recipients: selection, assessment, negotiation, monitoring, and close-out - Monthly close: how to review the balance sheet and projects’ financial performance each month - Procurement: how to streamline, when to sole source - Internal and external audits, fraud, and reporting pitfalls; Managing local audits and auditors The Finance Expedition was historically done 2-3 times a year in Washington, DC, but has not been held since 2019, due to COVID-related travel restrictions.   The Finance Expedition is led by the Global Finance Department, including Director of Finance and two Deputy Directors of Field Finance. The Deputy Directors are subject matter experts in project management and regional financial operations at PSI. Virtual Finance Expedition will be expected to use content related to PSI-specific financial management requirements, which will be provided by the SMEs.   Deliverables Successful completion of tasks listed in the table below. Milestone completion will be evaluated by PSI for successful and accurate completion.  Unless otherwise provided, terms of payment shall be net thirty (30) days from the satisfactory completion of services and proper invoicing to PSI. Zimbabwe: PSI has established a new branch office in Zimbabwe after supporting the 23 year old PSI/Zimbabwe Trust – now renamed Population Solutions for Health – to deconsolidate and achieve full financial and operational independence as a deeply rooted Zimbabwean local entity.  The new PSI branch office will remain with prime award responsibility across multiple existing funding streams with PEPFAR/USAID, the Bill and Melinda Gates Foundation and Sweden through to the completion of those investments, with PSH moving into an independent subpartner role leading service delivery in HIV and SRHR programming, VMMC sustainability, and client centered campaigns to address social norms in Zimbabwe.  While PSH will lead implementation in Zimbabwe, PSI has an essential strategic and technical role to play in providing light touch TA to the mixed health system in the areas of insight gathering and application for improved consumer-centered programming, digital health and monitoring, and adaptive implementation and learning, including support for world class documentation and dissemination of the lessons learned, best practices, approaches and tools developed to catalyze communities of practice in Zimbabwe and beyond.   PSI has a role to play in implementation areas unique to the international organization, such as independent fundholding under results based financing of HIV service delivery and safe abortion advocacy, education and communications.  The high capacity, deeply rooted PSI – PSH partnership has tremendous potential to deliver together on the vision of achieving consumer powered health care through shaping mixed health systems, shifting policy and funding, and strengthening capacity within the Zimbabwe mixed health system and beyond.      Kenya: PSI implements cutting edge programming in Kenya to improve women’s access to vital reproductive health services, WASH, Malaria, HIV prevention and treatment, NCDs and malaria programming. PSI has been measurably improving the health of Kenyans since 1989.   PSI programs in Kenya are mostly implemented through in-country partners across Kenya, majority being through our Independent Network Member, PS Kenya.   The countries listed above and LOE associated with he scope in each country may change.    PSI seeks a Multi-Country Director of Administration and Finance to guide and capacitate financial operations and compliance in Zimbabwe and Kenya with a heavy level of effort in Zimbabwe for leading prime, first- and second-tier subaward compliance between PSI, Population Solutions for Health and in-country second-tier subpartners and financial operations in Zimbabwe across multiple funding streams.  The Multi-Country DAF will be key personnel as Director of Finance Operations on a flagship USAID-funded program in Zimbabwe and responsible for all prime award financial compliance and reporting. Consumer Digital Engagement Playbook – Scope of Work   Context / Current Problem Statement Health programs are engaging with consumers in a variety of digital channels across web, social media, and mobile telecommunications to provide quality health information and link clients to health products and services.  However, no holistic global guidance or playbook exists for health programs to undertake these activities following any standard, global best practice, leading to digital engagement efforts of highly variable implementation standards, quality, reach, and impact.  Current guidance is often ad-hoc and approaches digital engagement in a siloed manner.   Across PSI’s global network alone, 27 countries are planning to run digital social media campaigns associated with COVID social behavior change communication in 2021.  At least 12 countries have developed and deployed consumer facing solutions such as apps and chatbots to engage directly with consumers to provide on-demand, high quality health information. It is critical that these efforts and those by other health program implementers beyond PSI are guided by stronger global standards and best practice provide teams with the right tools to execute on their digital engagement priorities and deliver more consistent digital implementation quality.  Developing a Consumer Digital Engagement Playbook as a global good aligned with PSI’s Keystone process will power the organization’s vision for consumer-powered healthcare.   What is consumer-facing digital engagement? Consumer-facing digital engagement approaches are direct-to-consumer digital health interventions to support consumers through their health journey, and do not require in-person mediation by a health worker.  Examples include: - Social behavior change communication via social media campaigns - Digital tools for consumers to access personalized health information on demand and support for maintenance of healthcare uptake, in the channel of their choice, including chatbots, IVR, SMS, and USSD. - Engaging with consumers on health topics in digital channels through approaches such as cybereducation and community management - Using location services to signpost consumers to quality health services near them - Digital tools that capture client experience for improved service delivery

During this specific project, the consultant will lead HCD processes and capacity building under two parallel workstreams. Through the first workstream, the Consultant will lead HCD process to co-design and develop prototypes for private sector service delivery models in close coordination with the Private Sector Strengthening Consultant, and in line with the identified recommendations and priorities to strengthen the private sector’s contribution to FP/RH service provision. Under the second workstream, the consultant will work with the PSI team and staff from select community-based organizations (CBOs) in Nampula province to adapt a package of demand generation materials for the local context. The consultant will be responsible for coordinating with the PSI team, the MOH (MISAU), donor, multilateral organizations, and external partners to organize all HCD design and prototyping processes and related capacity building activities.   Project Context Mozambique has made significant progress increasing access to voluntary family planning (FP). From 2011 to 2015, the modern contraceptive prevalence rate increased from 11.3% to 25.3%. However, over half of women aged 15-49 in middle- and low-income groups have unmet need for FP services in both rural and urban areas. Furthermore, the modern method mix remains skewed toward short-acting methods. While the private sector offers an alternative in urban areas, supplying 16.1% of WRA using modern contraceptive methods in 2011, the private sector operates in a fragmented fashion, with sparse availability of official information on services offered, volume of services, and quality.   The United States Agency for International Development (USAID)-funded MOMENTUM Private Healthcare Delivery (MPHD) project, led by PSI, harnesses the potential of the private sector to expand access to and use of high-quality, evidence-based maternal, newborn, and child health services, FP, and reproductive health care. The project collaborates with governments, local organizations, communities, and private providers in all their forms—including private clinics, faith-based clinics, pharmacies, and drug shops—to generate market-based solutions that drive scale in service delivery and long-term sustainability of health coverage and outcomes. In Mozambique, MPHD is working with USAID/Mozambique and key local stakeholders to expand availability of high quality FP and related primary health care (PHC) services in the local private health sector.
