PSI has been awarded a multi-year operations research project to increase availability and demand for self-testing for HIV, Covid-19 and Hepatitis C in a total of 15 LMIC.  Specifically, the project will seek to develop the evidence base to support cost effective, market driven models designed to improve access to self-testing and enable more timely and efficient linkages to treatment, care and support for self-test users with reactive results.   For HIV Self-Testing (HIVST) the project will provide targeted technical support to accelerate the adoption of HIVST in 7 countries; develop country-level investment cases; provide catalytic procurement of HIVST commodities; provide technical support for the implementation of operational plans; share available evidence for decision-making; and work with regulatory authorities. The project will have implications for HIVST scale-up in other LMICs outside of the seven focus countries. For Hepatitis C self-testing, the research project will serve to increase awareness about Hepatitis C, the  mode(s) and risks of HCV transmission and the need for increased diagnosis and serve as catalyst for Hepatitis C self-testing by demonstrating that HCVST increases diagnosis, uptake of Hepatitis treatment and cure rates of Hepatitis C treatment in infected individuals, complementing existing Hepatitis C testing and treatment programs by further reducing transmission of Hepatitis C. Piloting and subsequent scale-up of effective Hepatitis C models through real world implementation  in 5 countries in Asia and Africa will maximize use while also providing evidence on consumers’ ability to successfully link to care and treatment services.   For Covid-19 self-testing, the project will improve access to, and uptake of effective COVID-19 test and treat solutions within health care systems in 7 LMICs. This will be achieved through rigorous evidence gathering on acceptability, feasibility and cost- effectiveness of existing and upcoming tools, use cases and delivery models to inform global and national guidance, strengthened national level policies, guidance and strategies accessible to sub-national levels, integration of COVID-19 test, isolate and treat solutions within existing systems to support cost-effective delivery and funding secured for transition and scale-up, increased clarity and visibility on procurement, supply and demand forecast for COVID-19 diagnostic tools.   PSI seeks a Deputy Project Director, who supports the Project Director to lead the overall delivery of the project, providing oversight for project implementation and ensuring project deliverables are delivered on time, within budget, and with high technical quality. The Deputy Project Director will supervise a team of operational managers, and officers. He/She will ensure the project is aligned with PSI strategic priorities and contributes to PSI's thought leadership objectives and ensures the project operates with minimal financial, contractual, and reputational risk.

Scope of Work Pay Equity Design and Program Consultancy Click here to see full RFP Introduction PSI is a non-profit organization working to improve the health of poor and vulnerable people in developing countries. PSI’s mission is to make it easier for all people to lead healthier lives and plan the families they desire. PSI implements programs to address needs in sexual planning and reproductive health and HIV/TB, as well as malaria, water sanitation and hygiene, gender based violence, and non-communicable disease and respiratory illness. This work is performed through grant funding from governments, international organizations, corporate and individual fundraising, as well as PSI’s social business unit. Program activities are performed across various countries in Africa, Asia and Latin America.   PSI has an annual budget of $350+ million, offices in 35+ countries, and 3,500+ employees. Country offices are supported by 300+ staff providing services in programmatic and administrative areas. Collectively this group is referred to as “Global Services”, though most staff are based in the United States. Global Services is divided into four “cones” which encompass over 20 departments. For further information on PSI’s size, scope, structure, and strategy refer to www.psi.org.   Proactive Pay Equity Analysis Program Development Scope/Audience The scope of this project will focus on our approximately 250 employees based in the US, 50 employees paid through the US on international assignment outside the U.S. (US Expatriates and Third Country Nationals), and approximately 10 employees to be based and paid in the U.K. PSI’s headquarters is located in Washington, DC; however, we have staff working remotely across 27 states in the US. PSI has made the decision to treat the US as one national labor market. We pay our international assignees on one structure regardless of their home or post country. We are in the process of establishing a presence in the U.K. and will establish a separate salary structure for this location based on the local labor market.   Background PSI is in the middle of a project to overhaul our job architecture. During the first phase of the project, we established the certain framework that can be found in full RFP version(click on the link above). During the second phase of the project, we have moved from unique job descriptions at the individual position level to job profiles at the job level. Job profiles help us group together positions with the same essential functions and basic qualifications. We are currently in the third phase of the project in which we are developing the salary structure that will align to our new career level structure. We will have three structures: (1) US, (2) International Assignee, and (3) UK. In the third phase of the project, in addition to the development of the structures, we would like to conduct an analysis to ensure all staff are appropriately aligned to the new structure and that we are maintaining pay equity now that we have a clearer picture which individual are in comparable jobs. Where needed, we will make recommendations for salary adjustments.We would like to establish a pro-active pay equity analysis process that can be replicated on an annual basis to help ensure we maintain pay equity.   PSI already has several mechanisms in place to help ensure that we are maintaining pay equity, including a comprehensive salary analysis process used with every new offer or promotional adjustment, an annual merit increase process that looks at both performance and position in range, and a bi-annual process for managers to request pay equity analysis where there are concerns of potential external or internal inequities which may have arisen due to changing market conditions and/or mix of internal comparators.

PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.   PMI Impact Malaria is helping national malaria control programs tackle malaria service delivery challenges by working to: - Close the gaps in malaria diagnosis and treatment to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner. - Unlock the potential of key drug-based prevention approaches by helping countries introduce, implement, and scale-up proven interventions. - Strengthen malaria health systems and data for decision-making to accelerate service delivery improvements and advance key learnings.   The PMI Impact Malaria (IM) team provides global technical leadership along with implementation support and technical assistance in health facility and community settings in up to 27 countries around the world.   We are a focused, multi-disciplined, and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCDI, and UCSF.     Review of malaria case management indicators Routine monitoring of malaria programmatic activities (through HMIS data and periodic surveys such as Demographic Health Surveys and Malaria Indicator Surveys) is an essential component of determining progress, advancements and weaknesses in sub-national, national and global efforts in malaria control and elimination. Many entities including World Health Organization, Global Fund, World Bank, and PMI utilize data from routine monitoring to inform planning, policy development and other key decision making. The World Malara Report, published annually by WHO, is an example of key global reports that rely on data generated by the national level that inform global level dialogue on malaria. The inclusion of Pillar 3 (Transform malaria surveillance into a key intervention) in WHO’s Strategic Framework for the Global Technical Strategy for Malaria 2016-2030 underscores the importance of data for prioritizing and allocating resources and planning.[1]   As the approaches to malaria control and elimination continue to evolve, there has been dialogue on the approach to how the malaria community monitors programs, specifically the indicators that are used to capture information. During the 2013 WHO Malaria Policy Advisory Committee (MPAC) meeting, a presentation was made on Consultation on Malaria Case Management Indicators and there was agreement that existing malaria case management indicators needed to be re-examined.[2]   IM’s experience in collaborating with NMCPs to strengthen the delivery of malaria services has provided unique insights into the utility of and challenges with current standard malaria case management indicators across the IM countries, particularly those collected through household surveys and HMIS. Many of these indicators were developed prior to updated guidance on diagnostic testing for malaria and, therefore, rely on fever history as a proxy for malaria. Growing coverage of diagnostic testing for malaria confirmation and dropping malaria prevalence in many countries raises important questions about the value of continuing to use fever as a means of measuring malaria burden. During the 32nd SMERG meeting (May 2021), the Co-Chair of the RBM Case Management Working Group (CMWG) proposed a joint review and refresh of current global case management indicators to address the challenges in collecting and using these to accurately track progress on malaria case management. PMI Measure Malaria carried out a preliminary review of facility-based data and indicators for malaria program monitoring and evaluation. A document of findings and recommendations was drafted but there has not been any advancement in discussions on adoption or how to operationalize amendments to the indicators.   IM is seeking a consultant to lead on the landscaping and review of malaria case management indicators, documenting key challenges and proposed changes to indicators or definitions. The consultant will present findings during an CMWG or SMERG meeting in 2022.
