Conditions particulières   Spécifications et Services demandés : Service stipulé en Annex I(attaché)                        Droit d’auteur : Toutes les données collectées sont la propriété d’OHMaSS Haïti et on ne peut pas les disséminer à une tierce partie.   Paiement :  Selon les conditions de paiement standard d’OHMaSS, le règlement se fait après la réception des biens et service et la soumission des factures finales et des attestations qui prouvent que le service a été livré, accepté et approuvé par la personne autorisée. En situations exceptionnelles, si un soumissionnaire désire solliciter un paiement d’avance, il doit spécifier dans sa proposition les raisons qui rendent ce paiement nécessaire et obligatoire. Alors, OHMaSS évaluera ces circonstances et déterminera, à sa discrétion, si le paiement d’avance peut être effectué et les conditions auxquelles ledit paiement sera soumis. Si le paiement d’avance est jugé nécessaire, il ne pourra excéder l’équivalent de 30% du coût total d’acquisition et OHMaSS pourra demander au Soumissionnaire de lui fournir une caution bancaire ou une autre forme de garantie généralement acceptable.                                    Exemption de taxe : OHMaSS comme étant une organisation non Gouvernementale jouit d’une exemption fiscale et est exonéré de toutes les taxes. Cette exemption n’est pas limitée à la Taxe sur la Valeur Ajoutée. La proposition financière doit exclure toute taxe.   D. Votre offre   1. Les offres doivent être rédigées en français et doivent être obligatoirement constituées des différentes parties suivantes : - Lettre de présentation - Présentation générale, champ d’expertises et de compétences - Copie des pièces justificatives d’existence légales (autorisation de fonctionnement, publication du moniteur, quitus valide) 2. L’offre financière doit être en dollar Américains (USD) 3. L’offre doit être valide pour un minimum de quatre-vingt-dix jours 90 jours. 4. L’offre doit inclure le nom, l’adresse, le numéro de téléphone, l’email de la société soumissionnaire ainsi que le nom de son représentant ou de la personne habilitéà la représenter.     E. Attribution de marché   A) Le contratseraoctroyéau meilleur soumissionnaire en termes de coût et de capacité (technique et logistique). Au cas où aucun soumissionnaire n’aura la qualification requise, l’appel d’offres sera tout simplement annulé et OHMaSS se réservera le droit de gérer la   B) OHMaSS se réserve le droit de vérifier les capacités techniques du soumissionnaire, en particulier la conformitéà des standards ou normes techniques reconnus dans le domaine par rapport aux offres   C) Avant la date limite de dépôt des offres, OHMaSS se réserve le droit de modifier le dossier d’appel d’offres, pour tout motif, que ce soit à sa propre initiative ou en réponse à une demande d’éclaircissement formulée par un soumissionnaire en publiant un   D) Tout additif ainsi publié fait partie intégrale du dossier d’appel d’offres et sera communiqué par écrit ou par courrier électronique à tous les soumissionnaires ayant reçu le   F. Modification des documents d’invitation à soumissionner   À tout moment avant la date limite de dépôt des offres, OHMaSS peut, pour quelque raison que ce soit et à sa discrétion, apporter des modifications aux documents d'Appel d’offres en avisant par écrit tous les soumissionnaires. La modification aux documents d'Appel d’offres, pourra être préparée par OHMaSS de sa propre initiative ou en réponse à une demande de clarification émanée d’un Soumissionnaire.   Tous les Soumissionnaires éventuels qui auront manifesté leur intention à présenter une offre et qui auront fourni leurs coordonnées seront informés par écrit de tous les amendements apportés aux documents de référence.   Afin de garantir aux Soumissionnaires éventuels suffisamment de temps pour prendre en compte des amendements dans la préparation de leurs offres, OHMaSS pourra, à sa propre discrétion, prolonger le délai de soumission des offres.

Appel d’offres pour recruter un Consultant pour appui technique à l’optimisation de l’utilisation du logiciel SIAMED   OHMaSS-AO-20011   1- Autorité contractante   Le présent appel d’offres est lancé par l’Organisation Haïtienne de Marketing Social pour la Santé, OHMaSS,une organisation à but non-lucratifqui œuvre dans le domaine de la santé publique. Anciennement connu sous le nom de Programme Santé et Information (PSI-Haïti), elle est affiliée à l’organisation internationale Population Services International « PSI ».   2- Objectifs de l’appel   L’objectif général des Termes de Référence est de recruter un Consultant pour un appui technique à l’optimisation de l’utilisation du logiciel SIAMED pour le compte du Ministère de la Santé Publique et de la Population (MSPP), plus précisément à la Direction de la Pharmacie, du Médicament et de la Médecine Traditionnelle (DPM/MT).   3- Termes de références   CONTEXTE La Direction de la Pharmacie, du Médicament et de la Médecine Traditionnelle (DPM/MT) est une entité normative du Ministère de la Santé Publique et de la Population (MSPP) chargée de la mise en œuvre de la Politique Pharmaceutique Nationale (PPN). Ses principales attributions sont définies dans le décret datant du 5 janvier 2006 qui porte sur l’organisation du MSPP.   D’une manière générale, la DPM/MT assure l’homologation des médicaments, autorise les fabricants et les distributeurs de médicaments, contrôle l’importation des produits pharmaceutiques, veille à l’assurance qualité et au respect des bonnes pratiques au travers d’inspection pharmaceutique, assure la surveillance post-commercialisation des médicaments et suit les signalements d’effets indésirables médicamenteux.   Ainsi, dans le cadre de l’homologation des médicaments, la DPM/MT utilise depuis plusieurs années, le logiciel d’enregistrement SIAMED. Cependant, très peu de ses fonctions sont exploitées. Ces termes de références définissent, donc, les missions d’un consultant devant appuyer techniquement la DPM/MT pour une utilisation optimale de ce logiciel.   JUSTIFICATION Le logiciel SIAMED est un outil d’appui à l’homologation des produits pharmaceutiques. Ce logiciel propose différentes fonctions facilitant l’analyse et le traitement des dossiers techniques d’enregistrement des médicaments.   Suite à la participation, en Tunisie, d’un cadre de la direction à une formation sur le logiciel SIAMED (2010-2011), la DPM/MT avait adopté ce logiciel, qui est encore en utilisation au niveau de son Service d'Enregistrement Sanitaire, pour le traitement des demandes d’enregistrement de médicaments. Cependant, seulement 10% de ses fonctions y sont actuellement exploités. Ceci est dû en grande partie à des limitations techniques des utilisateurs actuels de ce logiciel, conséquence du départ en 2012 du seul technicien formé en Tunisie.   Par conséquent, la DPM/MT a entrepris le recrutement d’un expert-consultant en SIAMED pour offrir une assistance technique afin d'optimiser l'utilisation dudit logiciel dans le cadre de l’enregistrement sanitaire des médicaments. Cette consultation sera réalisée en Haïti au profit de seize (16) cadres de la DPM/MT impliqués dans cette activité.   OBJECTIF GENERAL Renforcer le processus d’enregistrement sanitaire des médicaments en Haïti.
