PSI is Co-Principal Recipient (PR), alongside the Ministry of Health (MoH), Republic of Liberia, for a Global Fund project focused on addressing the issues of HIV prevention in the general population and among key populations (KP), including PLHIV, Men having Sex with Men (MSM) and Sex Workers (SWs), community systems strengthening (CSS), managing sub-recipients (SRs) and providing technical assistance (TA) as requested. The project is focused on providing support to and building the capacity of in-country organizations to deliver a package of high impact and high quality HIV services and products including HIV testing and counseling, linkages to HIV care and treatment and adherence support, STI diagnostic and treatment services, condom social marketing, and behavioral change communication (BCC) initiatives   We are looking for a Program Director to help us manage the Global Fund project.  The person will be responsible for the overall achievement of the program in accordance with the approved Performance Framework and budget and will ensure that all program activities are carried out in accordance with the Global Fund and PSI’s established specifications, workplans, and budgets. The Program Director will play a critical role in overall supervision and monitoring of the performance of the SR who will be directly implementing a share of the program activities, and will need to liaise closely with the MoH to ensure overall success of the GF award, and with other national players and stakeholders who will be critical to successful program implementation.   Sound like you? L’Association Camerounaise de Marketing Social (ACMS) is a non-governmental organization under Cameroonian law and a member of the Population Services International (PSI) network since 1996. Headquartered in Yaoundé, ACMS has field offices in Garoua and Douala and a nationwide staff of about 250. ACMS is recognized as one of the main actors in Cameroon in the prevention of HIV/AIDS and the promotion of family planning through social marketing and behavior change communications. ACMS is a complex organization with mulitple projects and donors and a wide range of products and services, including a social franchising project with 372 network clinics.    We are looking for a Chief of Party who will support ACMS in the implementation of a of a large-scale reproductive health project in 4 regions of Cameroon.  The project will focus on increasing the use of long-term family planning methods and the prevention of post-partum hemorrhage and other maternal and child health issues.    In charge of overall program operations, the Chief of Party will have broad experience in the design, implementation, monitoring and evaluation of reproductive health programs; experience in training; expertise in the development and marketing of family planning products and services; and expert knowledge in the development of communications strategies based on disciplined use of consumer research. The position will be based in Garoua in Northern Cameroon and report to the Country Representative (CR) based in Yaoundé. Expected start date is April 2020 and is contingent upon funding.

PSI is assessing the landscape across Francophone West Africa to identify market gaps and analyse opportunities for potential offerings in the pharmaceutical and consumer health categories with an emphasis on sexual and reproductive health.    Compliance with regional and national pharmaceutical and consumer health regulatory frameworks in current and anticipated markets is critical to ensure that the organization is operating within applicable regulatory guidelines and standards and to facilitate the entry into market of new product and service offerings.      We are looking for a Regulatory Services Consultant to provide advice and support the documentation of regulatory requirements across the Francophone West & Central Africa region. A360 Northern Nigeria Gender Assessment TERMS OF REFERENCE   BACKGROUND - Population Services International (PSI) is a global nonprofit organization focused on the encouragement of healthy behavior and affordability of health products. PSI was founded in 1970 to improve reproductive health using commercial marketing strategies and has expanded to work in over 50 countries in the areas of malaria, family planning, HIV, diarrhea, pneumonia and sanitation. PSI is headquartered in Washington, DC. - Co-Funded by the Bill & Melinda Gates Foundation (BMGF) and the Children’s Investment Fund foundation (CIFF), Adolescents 360 (A360) is an adolescent reproductive health project being implemented by PSI across Ethiopia, Tanzania, and Nigeria. - A360 involved a unique 18 month design period, specific to each country, using an interdisciplinary approach (HCD, anthropology, social marketing, developmental science) to develop programs to increase adolescent contraceptive uptake and reduce unplanned teen pregnancy. - In Nigeria PSI is working through partner Society for Family Health (SFH) to implement A360. PSI and SFH have developed and are taking to scale two programs in Nigeria, one in Southern Nigeria targeting unmarried girls, and one in Northern Nigeria targeting married girls. - The Northern Nigeria program, “Matasa Matan Arewa” (MMA), reaches married girls aged 15-19 and their husbands through maternal and child health and skills building classes as entry points to engage in contraceptive counseling. - Currently MMA is only being implemented in 3 sites (2 in the state of Kaduna, and 1 in the state of Nassarawa) but with a view to scale to at least 30 to build a proof concept - PSI is looking for an experienced independent gender consultant (ideally already based in Nigeria) to help us better understand the gender landscape in Northern Nigeria and to assess our MMA program design to from a gender perspective and identify strengths and opportunities to become more gender transformative as we scale up.
